Nice thought Mr. Harsh! But I have a view on that too! If the number of people will keep on increasing in a particular place or city, there comes one point where the opportunity ceases. In the process of urbanization we have to sometime restrict the infusion of [Many] number of people migrating to that city. It is for this reason, for the example you gave, of Mumbai, we have such a huge number of population living below standard and the so called slum area....so many beggars, that the city is not able to take them all...However, this thing doesn't look practical in places like India where people migrate to places where they feel they can get jobs and eventually are jobless and being jobless increase the crime rate in the city....! This is possible in other countries like USA or any other European country where the person needs to show a valid reason for getting into a state which is already so much populated or has reached his limit!
[This is just a thought]

Viceroy Lodge – Shimla

Viceregal Lodge is a brilliant piece of Elizabethan style of architecture. Popularly known as the British Viceroy's residence. The Elizabethan style structure was built in the year 1880... The expenses on the construction of this regal lodge were around 36 Lakh Rupees.. Law of Demand and Supply & Migration of Humans

There is law of demand and Supply, which says that when demand is created at one place, supply complements it. It is a natural law of life and it goes well for every aspect of life. Here i will write about the people who migrate from their own place in search of livelyhood. They see the opportunity somewhere else and , it eventually prove that their was no demand or opportunities at their own place,, so verifying law os Demand. Taking very simple example of people moving to Mumbai to earn their bread and butter, it simply does not mean that they are taking away the opportunities from the locals or residents of the state, it simply proves the point that they are filling the gap by provding supply where their was a hidden demand. In Mumbai where demand was created and people were supplied(migrated). In other words, people came and created new demands, get supplied and created opportunities.
